The "Notice" puts forward requirements for improving the detection capabilities of the new coronavirus laboratory in five areas. One is to strengthen laboratory construction. All localities are required to strengthen the construction of laboratories in medical and health institutions in light of the needs for prevention and control of new crown epidemics, and put forward requirements for the construction of clinical testing laboratories at various levels and types of medical institutions. The second is to carry out testing in accordance with laws and regulations. It is required that the medical testing laboratory set up by the medical institution should meet the access requirements for the detection of new coronavirus, and implement the laboratory record management. The third is to ensure accurate and reliable test results. All localities are required to strengthen technical training and guidance for medical and health personnel, improve the standardization of personnel operations, and provide biological safety protection when conducting tests. Fourth, strengthen inspection quality control. All regions are required to carry out inter-room quality assessment of medical institutions that carry out new coronavirus testing within their jurisdictions. The National Health and Health Commission's clinical testing center should continue to organize the inter-room quality assessment work and provide relevant technical guidance and support. Fifth, strengthen laboratory biosafety management and do a good job in handling residual samples.
